Test and quality criteria for the rectification of the cadastre

The cadastre in Austria has the important task of ensuring property security through property boundaries, thus connects nature and society. Currently, out of approximately 10 million parcels, only 2 million are registered in the cadastral survey and possess legally secured boundaries. The remaining 8 million properties are listed in the land tax cadastre, where the boundaries serve only for illustrative purposes. Completing the cadastral survey requires practical on-site surveying, for which private surveying engineers are commissioned alongside government authorities. In certain cases, the cadastre can be renewed through a general reestablishment. This work deals with the examination of inspection and quality criteria of cadastral map to establish the basis for correcting incorrect boundary delineations. Various approaches for rectifying the cadastre and its boundaries are explored, including what a qualified surveyor can resolve independently, tasks that can be addressed collaboratively between authorized surveyors and the surveying authority, and cases that may remain technically unsolvable. The research pursued two approaches: the describing of legal framework and collecting of statistical data in a test area named Sachsenheim in the cadastral community of Elixhausen in the state of Salzburg, to develop decision criteria for rectifying boundaries in the cadastre. The objective of this thesis is to facilitate the process of submitting and evaluating quality-improving measures for correcting property boundaries. The results demonstrate that internally consistent and unobjectionable corrections to the cadastre can be achieved within the legal framework. More complex and conflicting cadastre data necessitate careful collaboration between authorized surveyors and the surveying authority. In exceptional cases where unsolvability persits, a general reestablishment can serve as a solution. The insights gained contribute to optimizing the accuracy and reliability of the cadastre in Sachsenheim and beyond, thereby making a valuable contribution to the field of surveying.
