The main objective of the project is to promote and adopt at the institutional level concerned the concept of Functional Urban Area as the most appropriate to face on sustainable basis the daily commuting, in which usually a core urban node, where business, industrial, educational and cultural activities are mainly concentrated, attract consisting daily flows of traffic from neighbouring towns. It is not granted: in many local authorities is difficult even to meet around the same table all those entities that deal, directly or indirectly, with mobility/traffic (departments of mobility/infrastructure, environment, public works, health, culture, public relations, municipal police, economic activities etc.); imagine how is hard to coordinate the mobility approaches/plans of a constellation of town/cities, belonging to the same FUA, with different sizes, planning and implementing capacities, sometimes having different political orientations! By elaborating a SWOT analysis on current commuter flows as base to prepare a transnational strategy to promote a more sustainable mobility, drafting SUMPs at FUA level, implementing training activities and capacity building, undertake joint pilot actions, SMART-COM will contribute to the achievement of the specific objective 2.3 of the Central Europe programme, because it is all coherently aimed at improving the capacities for mobility planning in FUAs to lower CO2 emissions.
