STEP 2035_ÖkonInstr: Economic Instruments in Urban Planning

According to the existing urban development plan (STEP 2025), the City of Vienna aims to achieve sustainable, resilient and climate-friendly urban development. To date, these goals have mainly been tackled by means of regulatory law. The "STEP 2035_ÖkonInstr" project aims to develop new economic instruments for the indirect behavioral control of private actors. Relevant behavior is understood to be decisions primarily in the areas of housing, mobility, consumption and work, as well as investments, production processes and resource use. The Research Unit of Law is a project partner in this research project led by the Department of Finance and Infrastructure Policy at TU Wien. Its main task is to evaluate the economic instruments with regard to their legal dimension. Among other things, questions will be answered regarding the feasibility of implementation in terms of competence law, compatibility with overriding law and which accompanying measures should be taken into account accordingly.
