“You could call it the empirical basic law of traffic planning,” says Michael Getzner from the Vienna University of Technology, who worked on the report and was responsible for the economic issues. “There is no road that has reduced the volume of traffic. Expanding capacity does not mean less traffic, but clearly more.”
